Edit-input for a TaxRegistration. Every field optional, at least ONE required; supplied fields REPLACE, omitted fields are preserved (no clearing semantic). The PAIR (organizationId/jurisdictionId) is NOT editable (IMMUTABLE at birth — the identity AND its uniqueness marker; re-register = create + doom, T-h).
