Edit-input for a PolicyValueRecord. Every field optional, at least ONE required; supplied fields REPLACE, omitted fields are preserved (no clearing semantic). The window/key/value fields are NOT editable (wire-IMMUTABLE facts, the surface verbatim — supersede with a new window or doom a FUTURE record and re-create; the system splice trim is the ONE sanctioned endAt move).
